Marks Consulting Partners are currently looking for a Housing Needs Manager to work with one of our Local Authority clients in Essex.
What the job will be doing?

Overseeing the operational delivery of Housing Options, Homelessness and Assessment services during a critical service period

Providing effective leadership, coaching and mentoring to Team Managers and Officers, including clear supervision, workload oversight and performance management

Leading on planning and developing services to respond to changing demand, regulatory requirements and emerging national policy

Ensuring statutory homelessness duties are met in line with current legislation, Codes of Guidance and safeguarding requirements, including the provision of suitable temporary accommodation

Managing social housing allocations within the district in accordance with policy and statutory obligations

Strengthening risk management, decision-making processes and contract oversight across temporary accommodation provision

Monitoring budgets, expenditure and cost pressures within a financially constrained environment, identifying efficiencies and cost avoidance opportunities

Analysing performance data and producing clear, concise reports for senior management

Contributing to homelessness and rough sleeping service transformation, policy development and longer-term service planning

Supporting the delivery of the Service Business Plan, Temporary Accommodation Improvement Plan and wider Service Team Plans

Working across systems and partner agencies to intervene early and prevent homelessness and rough sleeping
What you will need?

Up-to-date knowledge of homelessness legislation, temporary accommodation duties and national policy developments, including the Supporting Housing Act and Renters Reform legislation

Strong understanding of statutory responsibilities, suitability requirements and safeguarding considerations when placing vulnerable households

Proven procurement and negotiation skills, with the ability to secure suitable temporary accommodation within a competitive market

Demonstrable contract management experience, including setting performance measures, monitoring compliance and addressing under-performance

Experience leading and managing teams within a housing needs / homelessness service, including performance management and staff development

Strong financial and performance management skills, with the ability to monitor budgets and interpret data to drive improvement

Project management experience, delivering service improvement plans within set timescales

Excellent communication and influencing skills, with the ability to build effective relationships with landlords, providers, Registered Providers and internal stakeholders
-
Sound problem-solving skills, able to assess complex cases, balance risk and make robust decisions under pressure
